Dr Ibe said the Scouts were instituted to instill discipline and self-reliance in young people. He identified the hierarchies of the Scout Council and explained that the organisation needs help. On investigation, they discovered that since H.E was once a young scout, it would be fitting if he accepts their request to become the President of the State Scout Council.

He welcomed them on behalf of the Governor, Professor Chukwuma Soludo. He agreed that 'A scout is always a scout'. Reminiscing to his days of being a cub leader before getting promoted to being a scout leader, he praised the resilience and devotion to duty exhibited by scouts. He urged everyone present to add their quota to the development of the country by working tirelessly. He said that the Boy Scout association has the means to train and instill the spirit of nationalism into the hearts of young people. He agreed to their request and made a clarion call to all present, to cooperate with him.

Hon. Eze Echetaka, Executive Assistant to the Governor on House Of Assembly matters, delivered the vote of thanks. He praised Dr Ibezim's oratorical skills. He identified key figures in the government which make the Anambra government, a scout-oriented government. He advised fellow scouts to take up the Deputy Governor's charge with dedication and do more with what they have received.
